QUINCY — In a presentation at the April 1 meeting of the Plumas County Board of Supervisors, District Attorney David Hollister reviewed the facts of the case against former County Human Resources Director Nancy Selvage and the implications of her March 25 conviction for felony self-dealing.

As a result of her conviction, Selvage has been dismissed from her position with Plumas County and barred for life from holding public office in California. She is scheduled to be sentenced on May 16 in connection with the felony charges. Hollister said that he would not seek prison time because of her age and other mitigating factors, but she would be required to repay the county over $103,000 in excess salary and other benefits.

Hollister noted that funds for the disputed pay increase could have been placed in trust after the charges against Selvage were filed in November 2023 but that the county did not do this, so she continued to receive a county salary that included the disputed 43% raise while waiting for trial. Hollister described the county’s lack of action as a failure of local government that will require the county to pursue recovery of the money it overpaid to Selvage.

Hollister also expressed dismay at the apparent willingness of some county officials to “look the other way” or condone criminal conduct in connection with the matter. He said he would speak to the Board privately about behaviors he alleged were intended to harm the prosecution of the case against Selvage.
